		<description>Well the tools we use shape how we write which pushes back up the layers. If I work with, say, Author-it, I write in a certain manner, wary of re-use implications. If I write in Word I .. just write the content as I think is best. 

So from the point whilst the tools SHOULDN&#039;T be important, the reality is that they are. Hence why they get a layer, although it is the lowest of the considerations.

Another example is the system I inherited, structured framemaker which is used to produce JavaHelp AND PDFs. We have a heading style that is only used in the Javahelp to produce an in-page heading, that is a limitation of the tool and so becomes a consideration when we are writing and planning content.</description>

It could be placed under content or theory easily, and perhaps under audience. I can see that because it&#039;s so broad reaching it&#039;s valid to give it top level status, but that&#039;s not my inclination.
