FWIW, my way of gathering feedback is lazy... I use a DevBlog or a hammer. Hit the SME with the hammer if they don't pay attention and post on the DevBlog. 

However, that Feedback server from MadCap might fit the bill. 

If SMEs would only use it for good... not evil...</description>
